Effective May 1st, 2026, for CHIS providers requesting prior authorization for Idaho Medicaid Participants, verbal consent documented in lieu of a parent or legal guardian signature will no longer be accepted by the Department or its contractors (Telligen).

This change is consistent with the Idaho Medicaid Provider Handbook, General Information and Requirements for Providers, Page 6, Section 1.25 – Signatures, which states:

Handwritten or electronic signatures (including those captured by electronic signature systems certified by the Department) are acceptable. All signatures must be dated. Electronic signatures must meet the requirements outlined in the Electronic Signatures subsection.

Accordingly:

  • Prior authorization requests must include a handwritten or compliant electronic signature from the parent or legal guardian.
  • Verbal consent, even when documented in the medical record or on submission forms, will not meet Medicaid signature requirements.
  • All signatures must be dated.
  • Electronic signatures must comply with the requirements outlined in the Electronic Signatures subsection of the Provider Handbook.

Requests submitted on or after May 1, 2026, that do not meet these signature requirements may be denied or returned for correction.

Providers are encouraged to review the Provider Handbook to ensure continued compliance with Idaho Medicaid requirements.
